Recruitment for positions at UN Headquarters in New York takes place through national competitive examinations for entry level posts (P-1 and P-2) and through vacancy announcements for middle and higher level posts (P-3 to D-2).

Jobs at the United Nations are divided into two main categories under the UN Common System: General Service (GS-1 being the lowest grade and GS-7 being the highest) and Professional and Higher categories (P-1 being the entry level grade and D-2 being the highest management level grade under the Assistant- Secretary Generals and Under-Secretary Generals, who are appointed through a closed process).
The Professional and higher categories comprises posts:
(a) that have functions concerned with the substantive and managerial activities of the organizations, general administration and language services;
(b) for the performance of which a university or professional background, or equivalent experience, is required;
(c) for which staff is recruited internationally, with consideration of appropriate geographical distribution.
General Service comprises posts:
General Service staff is recruited and paid on a local basis and includes such functions as messengers, clerks, secretaries and administrative support staff, as well as other specialized and technical personnel, including printing, building maintenance, security work and laboratory technicians

Each vacancy announcement is divided into 3 sections: Responsibilities, Competencies, & Qualifications.

 describe the combination of skills, attributes and behaviours that are directly related to successful performance on the job. Competencies vary from job to job, but there are several core competencies which are considered important for all UN staff, regardless of their function or level. The core competencies are: communication, teamwork, planning & organizing, accountability, creativity, client orientation, commitment to continuous learning, and technological awareness. Core values of the UN are: integrity, professionalism, and respect for diversity. A successful applicant will be able to address both the competencies listed in the vacancy announcement as well as UN core competencies and core values, with illustrative examples, in an interview.
